What is a Vulnerable Sector Check (VSC)?
A Vulnerable Sector Check (VSC) is a police record check required for individuals volunteering in positions of trust with vulnerable populations. It may include information about criminal convictions, outstanding warrants, and, where applicable, specific sexual offence pardons or non-conviction information.
VSCs help ensure the safety and well-being of all participants.
Who Needs a Vulnerable Sector Check?
Embro Minor Baseball Association requires all volunteers to have a current VSC on file.
This includes:
- Head coaches and assistant coaches
- On-field helpers
- Indoor practice helpers
- Bench staff
A valid VSC is required to be on the gym floor, on the field, or on the bench.
How Long Is a VSC Valid?
EMBA requires a new Vulnerable Sector Check every three (3) years.
For the 2026 season, your VSC must be dated no earlier than December 31, 2022.
When Should I Apply?
You should apply for your VSC as soon as you apply to coach or volunteer.
While the application itself is straightforward, processing times can be lengthy, especially during peak periods. Applying early helps avoid delays to team activities.
How Do I Apply for a VSC?
Vulnerable Sector Checks are completed online through the Ontario Provincial Police (OPP).

What Will I Need to Apply?
When applying, you will typically need:
- Government-issued photo identification
- Letter from EMBA identifying the type(s) of checks you require (link)
- VSC’s are FREE to obtain for volunteers
Where Do I Submit My VSC?
A copy of your completed VSC must be submitted to EMBA by email to both of the following:
What If I Already Have a Current VSC on File with EMBA?
If you already have a current VSC on file with EMBA, you are required to complete a VSC Self Declaration Form.
- This form must be completed annually
- The declaration confirms there have been no changes since your last submitted VSC
